Delays in Reaching Full Quota for Basmati Rice Imports under FTA Agreement
Shipping delays and testing procedures have hindered Sri Lanka’s utilization of the full quota allocated for Basmati rice imports from Pakistan under the Free Trade Agreement (FTA) between the two countries. Sri Lankan authorities insist on their testing protocols, causing dissatisfaction from their Pakistani counterparts who argue that the rice is already accompanied by certifications from three different bodies. This has created a perception gap between the two nations.
The FTA allows Sri Lanka to import 6000 tonnes of Basmati rice from Pakistan, however, actual import figures reveal that only around 300 tonnes have been imported in recent years due to clearance delays. The trade relationship between the two countries is further strained by months-long delays faced by shipping containers.
Trade Minister Nalin Fernando acknowledges the existence of this problem and states that action will be taken to exclude the Batalagoda Rice Research and Development Centre (BRRDC) from the process. Imported stocks will be cleared, subject to approval by the Sri Lankan health authorities.
Unfortunately, the Pakistani High Commissions in Colombo were unavailable for comment regarding this matter.
