India Lifts Ban on Non-Basmati White Rice Export to Several Countries

India has recently lifted the ban on the export of non-basmati white rice to several countries, including Comoros, Madagascar, Equatorial Guinea, Egypt, and Kenya. This move comes after the prohibition of non-basmati white rice export on July 20, aimed at stabilizing domestic prices and ensuring food security within the country.

The Directorate General of Foreign Trade (DGFT) stated that this export will be permitted through the National Cooperative Exports Limited, as per their notification issued on Thursday evening. The decision to allow export is based on requests and permissions granted by the respective countries to meet their food security requirements.

India already permitted the export of a variety of rice to countries like Nepal, Cameroon, Cote d’Ivoire, Republic of Guinea, Malaysia, the Philippines, Seychelles, UAE, and Singapore. Additionally, Benin, a West African country, is a major importer of non-basmati rice from India. Other destination countries include UAE, Nepal, Bangladesh, China, Cote D’ Ivoire, Togo, Senegal, Guinea, Vietnam, Djibouti, Madagascar, Cameroon Somalia, Malaysia, and Liberia.

In late August, the Indian government introduced additional measures to prevent exports of non-basmati white rice, such as imposing a minimum floor price on basmati rice exports. This was done to support domestic availability and regulate prices. Furthermore, a 20% export duty on parboiled rice was extended until March 31, 2024, in order to maintain sufficient domestic supply and control prices. Parboiled rice is partially boiled with husk.

It is worth noting that India had banned the export of broken rice in September 2022 and imposed a 20% duty on non-basmati rice exports (excluding parboiled rice) due to concerns about low production. However, the ban on broken rice was lifted in November, allowing its export once again.

These recent developments in India’s rice export policy will have a significant impact on the global rice market. It will enable the country to meet the demand of various nations while simultaneously addressing domestic concerns.
