Punjab Home Department Proposes Strict Penalties for Beggars Mafia Chiefs
In a move to crack down on the growing issue of organized begging, the Punjab Home Department, under the directives of Punjab Chief Minister Maryam Nawaz Sharif, has put forth a proposal to impose severe penalties on chiefs of the beggars mafia operating in the province.
The proposed amendment seeks to introduce stringent punishments for gang leaders involved in this criminal activity, with a maximum sentence of up to 10 years of imprisonment. To further deter offenders, a hefty fine of Rs. 2 million will also be imposed. The government’s firm stance against forced begging is evident with the additional provision of a three-year prison sentence for those who fail to pay the fine.
Recognizing the need to address vagrancy issues, the Punjab Vagrancy Ordinance 1958 already plays a crucial role in curbing vagrancy across the province. However, as organized begging has become a rampant criminal activity, it has become imperative to enhance the penalties outlined in the existing legislation. The proposed amendment, currently awaiting approval from the Cabinet, specifically targets individuals who exploit vulnerable groups such as children, the elderly, and women, aiming to dismantle the beggars mafia network.
A spokesperson for the Punjab Home Department emphasized that forced begging will now be classified as a non-bailable offense under the new law. This significant step reflects the government’s determination to eradicate this exploitative practice and protect the rights and well-being of the most vulnerable members of society.
