Reform call to enhance agricultural productivity and boost exports

Pakistan’s agriculture sector plays a crucial role in the country’s economy, contributing to 22.9% of GDP. Pakistan is known for being a top producer of various crops like wheat, cotton, sugarcane, mangoes, dates, rice, and oranges. This sector not only fulfills domestic food requirements but also generates significant export earnings.

According to the Pakistan Bureau of Statistics, agricultural exports in 2023-24 reached $5.2 billion, marking a 13% increase compared to the previous year. The major exports included rice, fruits, vegetables, cotton yarn, raw cotton, fish, and fish preparations.

In order to further develop and enhance the agriculture sector, Pakistan needs comprehensive reforms that focus on increasing competitiveness, productivity, and exports. These reforms will not only benefit farmers but also foster economic growth and sustainability.

Tariq Sultan, Principal Scientific Officer at the National Agricultural Research Centre (NARC), emphasizes the importance of implementing a multi-faceted strategy to address longstanding challenges and propel the sector forward. Key areas to focus on include technology adoption, irrigation infrastructure, market access, and farmer support.

The promotion of modern agricultural practices is one of the key aspects of these reforms. By encouraging the widespread adoption of cutting-edge technologies, farmers can access advanced machinery, precision farming techniques, and innovative crop management tools. Embracing technology can significantly enhance productivity and reduce reliance on labor-intensive methods.

Investing in upgrading irrigation infrastructure is also crucial. Efficient water management is necessary to mitigate the impact of water scarcity and ensure a reliable and sustainable water supply for agriculture. This, in turn, will improve crop yields and reduce farmers’ vulnerability to the unpredictable effects of climate change.

Reforming market access is another critical aspect. It is essential to create a more open and competitive market environment that benefits both farmers and consumers. This can be achieved through streamlining supply chains, reducing the middleman’s role, and facilitating direct farmer-to-consumer transactions. These measures will ensure that farmers receive fair prices for their produce while consumers enjoy affordable and quality agricultural products.

To support farmers, the implementation of financial assistance programs, crop insurance schemes, and agricultural extension services is necessary. These initiatives will provide a safety net for farmers, protecting them from financial risks and equipping them with the knowledge and resources needed to adopt best practices.

By implementing these reforms, Pakistan aims to enhance the competitiveness and productivity of its agriculture sector and position itself as a major player in the global agricultural market. This will lead to an increase in exports of high-value agricultural products, thereby contributing significantly to the country’s economic growth.
